No. There is no PROPER COURSE before the starting signal. The definition of RACING says that a boat is racing from her preparatory signal. The definition of Proper Course’s second sentence is…. “A boat has no proper course before her starting signal.” Therefore, a boat does not have proper course from the preparatory signal until the starting signal is hoisted. In most races this a four-minute period.
