How Sea State Is Described
The Douglas scale, used in the UK Shipping Forecast and by most European services, describes the wind sea in ten steps. The heights refer to significant wave height, the average of the highest third of the waves.

- 2 Smooth: 0.1 to 0.5 m.

- 7 High: 6 to 9 m.

Period, the time between crests, matters as much as height. A 2 m sea with a 12-second period is a long, easy swell; the same height at 5 seconds is steep, short and hard on both boat and crew.
Wind Sea, Swell and What Builds Them
Wind sea is generated locally and depends on wind strength, the duration it has been blowing and the fetch, the distance of open water upwind. A Force 6 blowing for an hour across a sheltered bay raises a short chop; the same wind for a day across the Bay of Biscay raises a rough sea. Swell is the long, regular residue of distant wind, which travels great distances and arrives before, during or long after the weather that made it. When wind sea and swell run from different directions you get a confused cross sea.
Local effects change everything. Tide running against the wind shortens the wavelength and steepens the faces, which is why the Portland Race or the Alderney Race can be vicious in a wind that is merely fresh offshore. Sea State and Sail Shape

Every time a boat pitches into a wave the apparent wind at the masthead swings and stalls; the sail is effectively sailing in gusty, shifting air even when the true wind is steady. In a seaway you therefore need a fuller, more forgiving sail shape with a rounder entry and more twist, so the sail keeps driving as the angle of attack wanders. Ease the outhaul, drop the traveller a touch, soften the backstay, move the genoa lead forward and sail a few degrees lower and faster. In flat water the opposite applies: flatten the sails, tighten the leech and point.
